Digital Governance at Umm Al-Qura University: An Integrated Ecosystem for a More Efficient and Reliable University Experience

Amid the rapid digital transformation taking place across the Kingdom of Saudi Arabia, and in alignment with Saudi Vision 2030 and its goals to enhance government services, improve efficiency, and elevate the beneficiary experience, Umm Al-Qura University has adopted an advanced institutional approach to digital transformation. This approach views technology not merely as a technical tool, but as an enabler of governance, process simplification, service quality, and improved academic and administrative performance.
The University’s digital journey has gone beyond converting paper-based transactions into electronic services. It has evolved into the development of an integrated digital ecosystem serving students, faculty members, employees, and university leaders across a wide range of academic, administrative, educational, and operational processes. This transformation is built around redesigning procedures, defining roles and approval pathways, and integrating systems and data to ensure that services are accessible, reliable, traceable, and measurable.

A request begins with submission, continues through validation of data and permissions, moves through the relevant approval workflow, and ends with an electronically documented decision. This model strengthens transparency, standardises procedures, reduces dependence on manual processes, and supports greater fairness and consistency among beneficiaries.
Umm Al-Qura University has developed a broad digital environment that includes several specialised and interconnected platforms designed to support different institutional processes and user groups. These include the Academic System, the “Wafi” platform and its self-service functions, the Committees and Councils Management System, the Administrative Communications System, Blackboard for digital learning, technical support and electronic ticketing systems, electronic forms, the University website, and a range of other platforms supporting academic and administrative operations.

In the academic domain, the Academic System is one of the key components of the University’s digital environment, providing services that support students and faculty members and linking academic processes to the appropriate administrative and academic units. Blackboard also plays a significant role in supporting teaching and learning by managing courses, content, activities, assessments, and academic communication, thereby contributing to a more integrated digital learning experience.
The Committees and Councils Management System is another strong example of digital governance in practice. It supports the electronic management of meetings, agenda items, memberships, decisions, and related procedures, helping to preserve institutional memory and document decision-making processes. Similarly, the Administrative Communications System helps govern formal correspondence and transactions across University entities, enabling users to follow the status and movement of transactions and understand what action has been taken at each stage.
Alongside process automation, Umm Al-Qura University has placed increasing emphasis on data as a strategic institutional asset and a key enabler of decision-making. This reduces data duplication, improves data quality, and increases the reliability of reports and indicators used for planning and institutional decision-making.
The University has also placed strong emphasis on the beneficiary experience as an essential dimension of digital transformation. The purpose of automation is not simply to move a process onto a screen, but to simplify the user journey, reduce unnecessary steps, and provide services in a clearer and more accessible way. In many cases, beneficiaries can now submit and follow up on requests remotely without needing to visit University offices in person.
This contributes to greater inclusion and equal access to services, particularly for people with disabilities and for those who may face difficulties reaching University facilities. The expansion of accessible digital services helps create a more flexible and inclusive environment in which beneficiaries can complete transactions independently and efficiently.
A successful digital ecosystem also requires effective support and follow-up mechanisms. For this reason, technical support and electronic ticketing systems are important components of the University’s digital environment, allowing beneficiaries to submit technical issues or requests and track them until resolution. Electronic forms and surveys also support structured data collection and satisfaction measurement, turning beneficiary feedback into meaningful input for continuous improvement.
These institutional efforts have contributed to a number of achievements for Umm Al-Qura University in areas related to beneficiary experience, digital education, and institutional transformation. The University has received recognition in areas such as customer experience, student success, and innovation in e-learning and training. These achievements reflect a broader shift in the way digital success is measured: not simply by the number of platforms or services launched, but by the real impact they have on service quality, user satisfaction, and institutional efficiency.

This represents a transition from the governance of processes to the governance of decisions. Data and analytics become an integral part of university management, allowing leaders to monitor performance continuously rather than relying only on periodic reports or manually collected information.
The success of this model depends on collaboration across the University. Digital transformation is not the responsibility of the technology function alone. Academic and administrative units define policies and procedures, technology teams build and integrate solutions, data-related functions ensure quality and protection, while development and quality functions contribute to measuring impact and improving the beneficiary experience.
